Officials set their availability once. The picker shows who is free, who is qualified for the level, and who has been reliable, in that order.

Let Scout draft the assignments

Give Scout the games, the roster and the rules. It returns draft assignments and the holes it could not fill. You commit or change them.

Accept and decline

Get one answer per seat

Officials accept or decline each assignment. A re-import never resets an answer on a game that did not change.

Publish

Message only the people whose games moved

Publishing compares each person against what they were last told and sends one message to those whose set changed. Nobody gets the whole schedule again.

Protect the assignments that matter

Lock a seat and no import, re-shuffle or Scout draft will touch it. Locked seats are reported, never silently moved.
